DET. KRAGGERT is actually Dick's first partner ever, the hard-nosed cop who taught Dick the ropes, though he's sort of on the ropes himself now.
CAPTAIN HAND
Gruff but loveable, or at least tolerable, Dick's liason to the political realities of being a detective in the city by the bay.
